This often-intermittent issue is not specific to using Targus docking stations but rather to using external monitors with Windows 10.
Microsoft has addressed this issue in the Windows 10 Creators Update but not in previous versions of Windows 10. If you are experiencing the issue and do not plan to upgrade to the Creators Update, please contact Microsoft for a resolution.
